The Dubai First-Time Home Buyer Programme gives eligible UAE residents access to selected property launches, preferential commercial terms and tailored mortgage options. This 2026 guide explains who can apply and what buyers should review before choosing a home.

The initiative was launched by Dubai Land Department and the Dubai Department of Economy and Tourism to make homeownership more accessible for Emiratis and expatriates. It supports Dubai’s long-term goal of building a balanced market in which more residents can move from renting to owning.

Who Is Eligible for the Dubai First-Time Home Buyer Programme?

  • Applicants must be 18 years of age or older.
  • The programme is open to UAE residents of all nationalities and income levels.
  • The applicant must not currently own a freehold residential property in Dubai.
  • Eligibility and finance remain subject to the programme’s official checks and each bank’s approval process.

Benefits Available to First-Time Buyers

Participating developers can provide priority access to units in new launches and preferential pricing on eligible properties valued up to AED 5 million. Participating banks can also offer mortgage products designed for qualifying first-time buyers.

The programme includes major developers such as Emaar, Nakheel, Meraas, Dubai Properties, Azizi Developments, Binghatti, DAMAC, Danube, Ellington and others. Banking partners announced at launch included Emirates NBD, Dubai Islamic Bank, Emirates Islamic, Mashreq and Commercial Bank of Dubai.

How to Prepare Before Registering

Start by defining an affordable total budget rather than focusing only on the down payment. Account for registration costs, mortgage fees, valuation, service charges, insurance, furnishing and future maintenance. Buyers should also keep an emergency reserve instead of committing all available cash to the transaction.
